Chapter President Margaret M. A. “Peggy” Reiber

First Sergeant, U. S. Marine Corps (retired)

Peggy served in the United States Marine Corps from August, 1973 to August, 1996, retiring as a First Sergeant, culminating eighteen years of dedicated and professional service in the supply and logistics field with an additional five years service as a First Sergeant, as well as a successful tour as a Senior and Chief Drill Instructor.

Since retirement from the Marines, Peggy has been a Station Manager for the American Red Cross, Vice President of North American Operations at World Emergency Relief, Executive Director of the Vista Boys & Girls Club, Corporate Development Officer at Interfaith Community Services and is currently the Human Resources Director of a 300 employee Skilled Nursing Facility. Peggy holds a Bachelor of Science Degree in Business Management.

Chapter Vice President Mary Anthony

Corporal, U. S. Marine Corps (prior service)

Mary enlisted in the Marine Corps at Milwaukee, WI during August, 1971, just ten days after she turned 18 and reported to boot camp during November of the same year. Upon graduation from boot camp and completion of MOS School (3121-TMO), she reported to Camp Pendleton, CA  where she was assigned to the Household Goods incoming and claims sections.  Mary was discharged during November, 1973 and married husband Mike, less than a month later (he since retired from the Marine Corps in 1991 as a Master Sergeant).  

Mary began her Civil Service career at Camp Pendleton during February, 1985 as a part time GS-2 (temp) at the Contracting Office.  She eventually became a “permanent” Civil Service employee and moved over to the TMO Freight Office where she has remained for over the past 20 years.  Including her time in the Corps, she has over 28 years federal service and is eligible for retirement during December, 2012 with 30 years of combined federal service.  She and Mike have a daughter, Michelle, now 24 years old.

Chapter Treasurer Dorothy “Dottie” Munroe

Staff Sergeant, U. S. Marine Corps (prior service)

Dotty enlisted in the Marine Corps Reserve in 1943 (Boot Camp, Camp LeJeune), and was assigned to Quantico (Food Directors Office, Dec, 1943) until discharge on Dec 7, 1945. Dottie then joined the Marine Corps Reserve (Boston, 1947), and was called to Active Duty Aug 7, 1949, serving three months at Camp LeJeune, then Parris Island, SC. She left active duty July 20, 1952 and was discharged July 2, 1953. Dottie retired from Cox Engineering during 1985, moving from Lexington, MA to Oceanside, CA in 1987.

At the National WMA level, Dottie served as the Area 1 Director 1972 -74 and Treasurer 1974-78 & 1988-92. She further served as Financial Coordinator, (Boston 1976), Treasurer (Savannah, 1988) and Co-Treasurer (San Diego, 2004) WMA National Conventions.

Chapter Past President Barbara “Barb” Cogburn

Gunnery Sergeant, U. S. Marine Corps (retired)

A retired Marine and Iraqi War veteran, Barbara from Active Duty during December, 2003.  Prior to her retirement, she held a variety of positions in the Marine Corps including her final position as the Character Based Leadership Trainer, the only position in the Marine Corps utilizing Franklin Covey’s training solutions to help improve a unit’s leadership ability.  While in this position Barbara was able to positively impact over 8,000 Marines.  

After leaving the Marine Corps she worked as a life and business coach helping her clients achieve personal, financial and business goals.

Past and Present Executive Boards

Chapter Secretary Lillian “Lee” Tusa
Corporal, U. S. Marine Corps (prior service)
“Lee” joined the Marine Corps Reserves in May 1952 and began active duty immediately.  Following a brief assignment at Headquarters, Dept. of Pacific, San Francisco, she was transferred to Camp Pendleton Headquarters Battalion Legal Office.  On completion of Admin School (Camp Del Mar) and Yeoman “B” School (N.T.C. San Diego) “Lee” was promoted to Corporal and assigned to Base Legal Office at Camp Pendleton.  On release from active duty In May 1954 she started a family and is the proud mother of one son and three daughters all of whom reside in Southern California.
After graduation from Palomar College in 1968, “Lee” studied Public Admin at San Diego State.  She was employed for some 50 years in public and private sectors, retiring in 1988 as Superior Court Clerk, County of San Diego. From 1989 to 1997 she returned to work at the Court as an employee of an independent contractor.  For the past 13 years she has worked as a volunteer in the District Attorney’s Victim Assistance Program.
